Third Country Nationals

Visa applicants should generally apply at the U.S. Embassy or Consulate with jurisdiction over their place of permanent residence. Although visa applicants may apply at any U.S. consular office abroad, it may be more difficult to qualify for a visa outside your country of permanent residence. If you do not hold a Hong Kong SAR passport, a British National (Overseas) passport, a Macau SAR passport, a Hong Kong resident identification card or a Macau resident identification card, you may wish to apply for a U.S. visa in your country of permanent residence. In addition, even if you hold any of the documents listed above but are not currently residing in Hong Kong or Macau, you may also wish to apply for a U.S. visa in your country of permanent residence.
